Abstract: (6 pp) The country confronts international relations that diverge from the pattern of the past. President Clinton's rhetoric during the 1992 electoral campaign recognized these developments, and it is important to consider how that appreciation may influence administration policy. Management of the CIA and the U.S. intelligence community is a crucial part of the new administration's national security effort and merits careful evaluation. Bibliography lists 3 sources.
