Abstract: A 5 page paper arguing that access to health care is a right, rather than a privilege. There are those who maintain that health care is no more a right than is the "right" to drive fast cars; far more subscribe to the view that access to health care is a basic right of all people. This paper echoes that position. The paper suggests that neither employers nor the government needs to be central in the debate over health care reform, but that individuals need to be given control through the use of medical savings accounts and vouchers for the poor.
