Abstract: In the United States, the healthcare system has developed in such a manner that it has become necessary to either have health insurance or rely on government programs such as Medicare and Medicaid to meet essential needs. The economic recession of the last decade brought to the foreground of political debate the increasing numbers of persons who were uninsured or underinsured. This 10 page paper examines the issue of funding for insurance programs to meet the needs of the uninsured and underinsured. The U.S. system is compared with the United Kingdom.
