Abstract: This 20 page paper provides an overview of the process of welfare reform and the influence that this has had on impoverished families. This study considers the specific issues for individuals involved in welfare programming in the Philadelphia and the factors that influence welfare use. Further, this study also assesses the impacts of welfare reform on families and individuals, with a focus on regionality and ethnicity as they influence assessments of family culture and poverty.
